Audit slams police jury records, pay raises and failure to act

The West Feliciana Parish Police Jury’s physical financial records “were in disarray” when state auditors responded in December to a request from the District Attorney to look at jury spending practices.

The Louisiana Legislative Auditor’s Office released a report Monday that also questions the controversial $30,000 in total pay raises given to Parish Manager Ambrose Sims last year; says the jury had no controls over credit card use; and notes the jury’s failure to adopt a three-year road improvement plan required to receive state road funds.

The jury last week refused requests from Juror Lea Williams, St. Francisville resident Anne Butler and The Advocate to release the report, despite 20th Judicial District Attorney Sam D’Aquilla’s opinion that the audit documents in the jury’s possession were a public record although the Legislative Auditor had not issued its report.

“The original report is not subject to the public record request from the legislative auditors, but since the jury does have a copy of this and if a request is made, the jury has to provide this to the requestor,” D’Aquilla wrote in an Aug. 20 e-mail to Jury President Ken Dawson.

Monday’s audit report says jury financial records were disorganized; records were in multiple offices rather than a central location.

“Staff offices and floors were cluttered with records, and it was often very time consuming for the staff to find certain records (that) were requested. Without an organized filing system, Police Jury records are at risk of being misplaced, lost or accessible to unauthorized access,” the auditors wrote.

A 12-page response to the auditors’ findings, signed by Dawson, says the jury is converting to an electronic filing system that should be ready by 2012.

The auditors said jurors did not annually review Sims’ job performance, as outlined in his contract, and the raises he received last year were not tied to the annual inflation rate based on the Consumer Price Index, as required by his contract.

Neither a $5,000 raise in February 2009 nor a $25,000 raise approved in December were tied to annual inflation, the report says.

I don't know whether to laugh at the utter idiocy or cry over the wasted money and lost opportunity.

Mr. Sims, I am continually surprised at your incompetence. You claim to be a business expert and tout IBM as one of your former employers.

What did you do at IBM? Empty the trash cans? It couldn't have had anything to do with software otherwise you would know that you cannot automate a system that's broken.

Ken Dawson's letter of response (which is full of grammatical and spelling errors) claims that all of these issues will go away when the system is fully automated. I am here to tell you that that is utter nonsense.

Ken's best move is to ditch Sims. To quote Kenny Rogers, "you've got to know when to hold them, know when to fold them, know when to walk away, know when to run."

Ken, it's time to fold and deal and new hand. The cards you're holding cannot win.

Ken is no better than his mentor, Sims, and his lot which includes Shoemake, Cobb, Roach. They all will go away in a year, of course if prison time doesnt get them sooner.
No more excuses. Sims is full of shit, and Kens got it all smeared in his teeth, Cobb has it in his pocket, Roach between his ears, and Shoemake in his gut.
Can't wait for the next PJ meeting! Every voting person of the parish ought to be there to back Mrs. Williams. What a God send. Everything she's been fighting has shown up in the auditors report.

I AGREE!! I hope, no one sees this as a win for anyone!!! This parish is UNIQUE for La. in that it is going to grow one way or another. Unlike the majority of the stagnate parish's, growth and hopefully new jobs and opportunities will come, while still maintaining the desired ambiance, people speak of.
I have been a strong supporter of Controlled Growth, and will continue to support growth through community planning and implementation. I believe technology and History can coexist and actually complement each other. I travel a lot and West Feliciana, outside of the Parish, has in the past three years emerged as a forward thinking community that is planning and implementing smart growth projects. For those that live here you know, that what they see outside isn't necesseraly fact. Yes, there is a Plan, yes there is a Tool Kit initative, but is there really support for these over the entire parish? I'm not sure any more!
Before everyone starts celebrating the WIN over the PM and the majority of the jury, take a step back and consider the following:
If this community could come together as a group and work towards a concensus decision on direction, there is NO LIMIT to what could be accomplished in this parish. It would mean "The NO growthers listening to the growthers and vise versa", it would mean "The Town listening to Parishoners and vise versa", it would mean "The Black Community listening to the White community and vise versa", It would mean " We quit looking at how to proceed from the perspective of how it effects me NOW and look at it from how it is going to be for your kids and grand kids"? all I ask is that an effort be made to mend the wounds and proceed with OPENED MINDED CONTROLLED CHANGE that will make this a better place to live and play 10 years from now. Lea, is to be aplauded for sticking with "Something is Wrong", however, that was the easy part, fixing it with inovative ideas is the hard part! I am not sure this jury has the ability to do that? Over and Out!!!! NO I am not Sims, and No I am not Reinhart, and No I am not Dawson, or any other juror or staff member. Just live here sometimes, and keep my ear to the window.

I've had no less than 4 of my friends tell me get on the Topix-St. Francisville site today and read about the Police Jury Audit. Had to have "telephone assistance" to find the site as I'm not computer smart at all. I just can't believe what has transpired. There has to be legal action taken, money refunded and a clean sweep of the Jury and certain staff members. I've seen several of the Fire Sims bumper stickers around town but honestly did not give much thought to them. I thought someone simply had an ax to grind. And now I find that my ax needs grinding, too. Whoever came up with the Fire Sims stickers had to be a pretty smart cookie with inside information. Now someone has to come up with a Fire The Jury sticker. I'll put 4 on my car.

Question is, in this great puffed-up resume exaggerating his importance, why did he move around so much, between all these Fortune 500 companies?? And what the heck is a Service Delivery Executive? And did anyone actually check his references and job experiences??

A service delivery executive is the consultant who schmoozes and lies to the client, telling them everything is going to be wonderful, just trust me, while the techies build something you didnt want, cant use and doesnt work. By the time you figure that out the contract is paid and the SDM is long gone. SOUND FAMILIAR?

Reference check? Are you serious? Sims pulled a Jedi mind trick on the three stooges - Dawson, Shoemake and Cobb. That's not hard to do.

Obviously Dawson had some input. Process or processes was used too many times. If you listen to Sims ramble he really never says anything concrete, because he says nothing. He hides behind words like processes because that means the is no real ending or finality. Everything is a process for him.

This may be indirectly off-subject, but is it possible/feasible to combine this thread with the other one on this same subject? Also, given the lack of activity and the fact Saint Francisville is our only incorporated town, is it not a good idea to abandon the separate West Feliciana Parish forum?

Country, I think you inadvertently uncovered one of the major issues in the West Feliciana Parish/St. Francisville saga!!! In the past St. Francisville was the Parish! That is changing, there are more residents NOT in the Town, than in the town, and they are wanting their share. The days of Saint Francisville being the focus of spending tax dollars are over. It is time for a West Feliciana Chamber of Commerce Vs. St. Francisville Chamber. Mrs. Williams represents the TOWN and it is her job to get everything she can for her constitants, the other six represent the parish and it is their job to look out for their own. Believe it or not just because the Town wants something, doesn't mean the entire parish does or that it is even a good thing for the entire parish. They are going to have to learn compromise and cooperation, give and take. That ain't happening. Good luck with combining!
