KDOT secretary leaving post in December

Kansas Department of Transportation Secretary Deb Miller is leaving her post in December to take a position with a national transportation planning and policy group.
Why does she go to another public job? Can't she find a job in the private sector or does she like to have taxpayers pay her salary?
