Poking around in response to this one, I learned that Iowa had put tobacco under the authority of the liquor administrators. Interesting.

Also, I guess, they were the first state to jump on tobacco as a tax-base cash cow.

Not even outdoor smoking for restaurants is fairly progressive for 2008.
