With a growing suburban setting [replacing the formerly vast rural industrial agribusiness fields of sugar and pineapple], Pearl Harbor’s future physical expansion has become constricted.

Pearl Harbor was initially established in the late 19th Century, exclusively developed under a lease agreement by the U.S. Navy [Reciprocity Treaty of 1875 with the Hawaiian Kingdom in exchange for a favorable USA sugar tariff]. This strategic foreign military base featured refueling steam powered naval warships [with the nascent raw coal energy technology of the time].

As an outcome of the Spanish-American War of 1898, the Hawaiian Archipelago’s value as a distant military colonial outpost was recognized. It was naval theorist Alfred Mahan’s writings about the value of sea power [which persuasively convinced President Theodore Roosevelt], which led to the Two Ocean Navy concept.

Sited at the center of the Pacific Puddle, Pearl Harbor was established with a large ground troop garrison and attack military air bases. This forward deployed fortress is positioned to control the Pacific Basin. Today, Pearl Harbor is well protected by nuclear/refined petroleum powered warships, ABM missile defenses, undersea submarines, cruise missiles, anti air attack defenses, a constellation of GPS satellite weapons targeting systems, etc.

Pentagon should consider a long term relocation [of the current Oahu Pu’u Loa site of the Pearl Harbor naval shipyard facility] on a Neighbor Island. With the vast emptiness of barren lava rock coastal seashore lands, the Big Island might serve as a perfect setting for modernization & physical expansion.

Don't forget what a senator's job is. It's to bring money into the state. Like Inouye or not, he's done well in his time, for Hawaii. He's the only democrat that I ever vote for.
