My suggestion would be: follow the law as it is until it is changed. Why should anyone feel sorry for the outcome of this court decision? The law wasn't being followed, a clever attorney found out about it & used it to his advantage. That's the way life is. While it may make sense to change the law (I don't know enough to comment on that), in the mean time, city officials should have been compliant with the current law.
