DCF is one of several state agencies that is worthy of being imploded. It has become a money pit for all types of bizarre outcomes like the one described in this article. Many families have been broken apart by the actions of irresponsible DCF case managers, supervisors, state employed attorneys, and administrators. The last two governors (Rowland/Rell) as well as the the past two decades of legislative leadership (or lack thereof) have recycled the same "administrators" over and over in different roles in the structure. We still have the horrific situations at CJTS and RIverview (amongst others) were no results are being generated for children or families at outrageous cost per client per year.

If it were me, I would turn vitually all of DCF over to the nonprofit business sector - with proven in-state organizations - perhaps working in partnership together in a new organization.

The Commissioner and her staff - send them packing as far out of state as possible.

It is long past time to put the kids and their families (immediate or extended) first and invest in successful outcomes in their homes. No DCF worker should ever act as a guardian or foster parent due to the inherent conflict of interest.

I would also pursue criminal charges against the administrators of DCF for their mismanagement - leading to serious harm (or death) to clients of the agency.

Dead children: How many are battered, bruised, heartbroken and neglected to death before all who order their housing and ignore them to death are made accountable?

America offers a single avenue for abused or neglected children: the child protection agency of that child’s state. Names vary from Child Protective Services, Department of Child and Family Services, Department of Human Resources and several other titles.
If abuse and neglect reporters, many anonymous and also non-accountable, make an error in sharing suspicions it can be the beginning of the end for that child.
When a report is mistaken or malicious, the child is traumatized. In those worst cases a child’s life may be totally needlessly changed. In those non-cases taxpayers have paid exorbitant expenses and have been defrauded. When is anyone involved prosecuted?
Too often, when a child is truly in danger, real abuse may be ignored u ntil the child is dead or brain-damaged. Parents who cannot or should not have children at home must be monitored or children moved. When they are not who answers when the child is killed?
Decades ago the child protection system was dubbed “the child abuse industry” because so many people profited. All supposedly cared about children and put their expertise on the line: from guardians ad litem and mental health evaluators and counselors to nurses and doctors, prosecutors and the ultimate person approving and immunizing the plan and planners by ordering where a child will live and with whom. That is the judge.
Constitutional safeguards—for children, parents or caretakers—are purposely lacking in most family courts as well as CPS agency process. Yet, children are removed, adopted to strangers or returned to dangerous living arrangements and the child deaths persist.
How high must that pile of dead child bodies become to get the attention it has begged for decades? If many children vanished in railroad cars instead of one or a couple of children from various places in county cars, would that make a difference?
Read the site mentioned above and weep. In tight financial times, with more stress and poverty, children cannot afford more mistakes minus basic accountability that everyone else operates under.

DCF is too big, has too many disparate responsibilities and an arrogant staff culture that has resisted correction for many, many years.It even has the same ineffective critics year after year.
It should be broken up into it's three core functions, child protection, mental health and juvenile justice. Each one would have plenty to do.
Most importantly, the administration has not been effective in the 40 years I've observed. Maybe the rumored golden handshake would release their grip. Maybe the faux critics would go too.

Dont forget the Office of the Attorney General - the lawyers for DCF - too often thier lawyers get overaly aggresvie on cases that could be mediated and then they are lax on cases which need a lot of attention.

DCF is operated by people that could and should be be prosecuted using RICO statutes. That agency is one step removed from domestic terrorist status.

The headline says it all.
Since the complaints are "familiar", lets keep on feeling frustrated, admit the problem's a biggie, assess the causes and causers and maybe, another few years down the pike, say "well, it's still awful but they are doing better."
So nothing really changes.
Maybe it's time to say "better" isn't good enough.
Maybe it's time to ask the children what they want, and listen to their answers.
For sure, it's way past time to dismiss and disregard the complaints by calling them more of the same old same old isn't it awful.

How about the other side! Become a Foster parent and see what really happens. What these kids go thru at the hand of the parent. And where are the extended family when the child is born addicted.Where the the rest of the fammily when the child "Fell off the Swing" Where is the family when after a Visit I'm up all night with a Screaming Child trying to make them understand ANYTHING. DCF is not perfect But the do try.Stop Looking to blame DCF for all the problems and get Involved.You'll See both sides then. HELP!!!

DCF is a typical useless govt agency. All about rules and no accountability. Get rid of this useless t_rd of an agency and start over. Main requirement - anyone working there now is banned from the new agency. To "help" - the foster families do their best and very few look badly at them. It is the agency that stinks - replace it.

maybe for some yeah my granddaughter is in foster care shes alright for now but at the same time we want her DCF stone walling me i think their here to destroy families and children track record speaks for itself yeah sometime not all the time best interest of child

Blah, blah, blah. Walk a mile before you open the cakehole. Do any of you have even a clue of how many thousands of children are better off because of DCF? The reality is that if idiots would stop having children their would be no need for DCF.

Here's an idea. Abolish DCF and then the general public, citizens like yourself, can take in and care for the thousands of children who are abused and neglected every year. And, here's the special bonus, you can be the judge as to whether the child has been abused and/or neglected, and whether it's safe for them to remain in their current environment.

For starters, the commenters on this thread could be named as the new DCF administration. Sheesh, this is so easy to fix! Just fire everyone who works for DCF and replace them with folks from the general public who have all of the answers. Another positive with this approach is that folks from the general public wouldn't be weighed down with experience, or knowledge, or a clue about what they're getting in to.

Help is on the way kids!

I understand your point. I am all for reunification. What I'm against is the family comming out of the woodwork the last minute. If you see a Problem- Get involved. Some folks choose to stay blind to save face. PLEASE think of the child in danger first. Then try to help the parent. Some refuse help. When that happens get involed more. Work with DCF and Fight for your Grandchild.Most Foster parents want and will work with the family to make things Right. Do what you can for the best of the child.

The problem with all of these dysfunctional, corrupt and unsupervised governmental agencies is, they are wrapped up in decades of bad habits and incompetence and then, when someone finally waves a red flag, DCF is expected to wash away those bad habits with a press conference and a hearing.

These issues are not new, they've been around all along, kids are being helped, but kids are also being lost in this circus. Time to break the bad habits with intense re-training and restructuring and a brisk changing of the guards.

It's easy for the Child Advocate and the legislators to pile on against big bad DCF. But in EVERY SINGLE CASE
where a child is removed from family, the child has a free lawyer, the parents each have free lawyers, relatives are allowed to come to court and have their say, and a judge makes the final decision. There are also various advocates and court personnel who also are involved in the case and making sure the safest decision is made. If a parent or child's lawyer doesn't like the court decision, it can be appealed. And, of course, the Child Advocate is supposedly available to help these families as well. DCF is not the be all and end all of these cases. There are plenty of other layers of protection (or bureaucracy) for the families but we never hear about them. If kids are being kept from families due to DCF arrogance, why are these others letting it happen?

Several lawmakers? I was there from 9-5 and there were not nearly "several" lawmakers present. Shame on them all for not showing up.Maybe 5 in total were there throughout the day. They got up often and went in an out. This was another show. We will all know this for sure if nothing changes. This has been going on for many years and the one billion dollars and also the state medical card is run up at tax payer's expense. They are hurting kids, destroying families all paid for by the citizens of CT. Shame on them all!

They see the problem and make excuses, for the perpetrators and for themselves (no time, no money, not enough room, too old, whatever). I'm dealing with it right now as a concerned distant relative for which the paternal grandparents and great-grandparents, father and everyone else is making excuses for the mother's poor parenting skills and choice of companion. DCF will not take seriously my multiple complaints of severe verbal abuse as evidenced by no follow up calls or interviews of me regarding the reports I have made. I haven't witnessed the kids get beat up or noticed bruises but can only report second-hand their (4 year olds) accounts of pinching and forced exercise so it must be okay to deprioritize them. After attending and testifying at this hearing, I find this story lacking in honest coverage of the role the Attorney General and the Child Advocate have and are responsible for in this entire DCF mess. It is also very sad the way the media covers what occurs at the Capitol. It seems to be a direct result of a one party rule. I think it is also very disappointing to see the Republicans missing in action. When are the republicans going to actual fight for something the people need and want, which is reform. Terrible and shameful. The people must take back their house and senate.

Suggest some action I should besides what they suggest, which is reporting to their "Child Help Line" and calling the police, who never arrive on a timely basis? Should DCF be held to their mandate or allowed to do as they please? The next time a story arises about a child being murdered or sexually abused by a foster parent or an endangered teen walking away from a group home will YOU be one of the "irrational" people trying to make excuses for the social workers oversights?
