The Boy Scouts 'can' discriminate if they do 'not' receive public financial support
If the Boy Scouts 'do' accept public financial support; then they can 'not' discriminate
The cost of tax exemption is paid by public tax dollars; so a non-profit can 'not' practice membership discrimination if they receive a tax exemption

The bill prohibits any private group in the state from receiving tax exemptions or government subsidies if they have policies allowing discrimination on the basis of gender identity, race, sexual orientation, nationality, religion or religious affiliation. As it should be, no group which discriminates should be doing it on the public dime, whether you agree with their discrimination or not.
