This idiot author somehow thinks solar companies pick the areas they serve with no criteria other than whether it is rich or poor area or whether it is black or white. Let me inform the author of the obvious. Solar companies serve the people who contract for their services. Of course rich communities probably use more solar services. They own homes that could benefit from solar and have large tax liabilities that can be reduced with the credits. There is nothing wrong with rich people receiving credits. They are paying the taxes!
