HHS Analysis Finds Lower Health Insurance Premiums

"lower" but are they LOW enough to leave people with enough money for rent, mortgage, repairs, car, clothing, food etc. Are they LOW enough to allow some kind of saving. There is a big difference between lower and low/affordable.
