Lack of tickets super frustrating

If scalping of Super Bowl tickets by team officials and memebers is not permitted by the league, from where do all the travel agents that sell packages to the Super Bowl get their tickets? It seems incredible that the team's fans get only 6,000 (less than half of those allotted to the team) of the more than 70,000 seats. Despite the league's position on scalping (the Mike Tice thing), there must be allot of that going on by the team's officials and players and the many NFL affiliated recipients, obviously at the fan's expense!
