I doubt it is common or accepted in her homeland to drive unlicensed, unregistered, uninsured and whatever. People everywhere take risks, even Minnesotans. I've heard stories from friends and co-workers that leave me shaking my head. And neither Guatemala nor us will do anything about it until something happens. So, I guess we do tolerate it here, too.
How do you know she didn't know how to drive? You've never done something stupid while driving? Which I would find hard to believe. A lot of people run stop signs. I've read about it so many times.

Have you seen the intersection? Yea, I have rolled through stop signs ... which is far from what happened here.
She did not (and still does not) understand the responsibility and diligence that must be demonstrated in order to earn the privilege to drive an automobile in this country.
Did you know that she was warned in Montevideo by a police officer after she was found behind the wheel on her neighbor's yard (like on the grass) and she stated that she didn't know how the 'shift thingy' worked?

This NEW AMNESTY PROPOSAL being brought forward NOW in the U.S. Senate is an end run that around the law and hopes to officially create parts of the roadmap to amnesty the "open-borders" lobby continue to espouse. This latest amnesty program has been added a Senate Amendment for the Iraq War supplemental spending bill.

THIS BILL MUST BE STOPPED. It would do the following:

Grant a three-year work visa followed by a permanent greencard to all illegal aliens who have been working as shepherds, goat herders and dairy herders.

Grant a five-year work visa to the estimated 1.3 million illegal aliens working in other agricultural jobs -- plus all of their families. There is no instruction on what happens after the five years.

Grant a tripling of the maximum number of H-2B visas for lower skill, non-agricultural seasonal workers.

Grant industries an extra 218,000 additional permanent green cards for skilled foreign workers.
