Proponents continue to point to studies showing that investment in early-childhood education programs yields positive academic results down the road by fostering a child's social and emotional relationships and giving him or her a head start on developing and using cognitive skills.

Yes! Start forcing these children to stop being 'kids' and start reading at a university level so that schools can win the 'Race To The Top' fund!
A simpler solution would be for parents to educate their children on how to read at a good level; then parents could send their children to school feeling satisfied that they helped their child learn. But the thought of parents taking responsibility for their children is complete non-sense and should be at the hands of the government. Socialism!!!
Finland's solution is better than this ****.
