This is not the first time a postal carrier has stolen from customers. A few years ago, the Bonny Doon carrier was arrested for identity theft and credit card theft. The post office's defense was that she was a contract carrier and not subject to the post offices background check requirement.

I'm not sure, but I think the charges were dropped.
