Gains has since been fired as a result of that incident, according to court documents. <br/> <br/>Moody contends she tried to complain to her superiors, but they dismissed her or made disparaging comments, according to the suit filed in April. She also alleges that sheriff's deputy Ron Salazar sexually harassed her throughout 2006 and 2007 with comments such as "Hey girl, you're hot," and talk of having sex with her. <br/> <br/>"It's a good ol' boys club," said Waukeen McCoy, Moody's attorney. "I just think that's their culture." <br/> <br/>Deputy County Counsel David Levy said the suggestion of a culture of harassment is "totally false" and denied that Salazar harassed her. <br/> <br/>"The evidence will come out that she was not sexually harassed," Levy said. <br/> <br/>The lawsuit seeks unspecified damages for battery, discrimination, creating a hostile work environment and negligent training of county employees, among other charges. <br/> <br/>Moody's lawsuit alleges Gains pulled her into a device known as an "extend-a-microphone," thereby striking her right cheek and eye socket, placing her in headlock, lifting her off the ground, and throwing her on the ground. <br/> <br/>The suit claims the incident caused her "severe physical and emotional injuries," though the county points out she has not described specific injuries. <br/> <br/>Court documents filed Thursday by the county show Gains disputes Moody's account, though the county is not representing him. <br/> <br/>Gains says he was "engaged in mutual horseplay to which deputy Moody had expressly or impliedly consented," according to the county's filing. Gains' attorney could not be reached for comment. <br/> <br/>After the run-in with Gains, Moody's suit claims, she asked several lieutenants for help but received none, and was later passed over for a spot on the narcotics task force for complaining. <br/> <br/>Moody said Lt. John Quinlan bristled when she said he wasn't being helpful, so she said she would go to a female lieutenant instead. <br/> <br/>According to the lawsuit, Quinlan replied: "That might be a good idea. You can get a female's point of view on this ... it might be better for you." <br/> <br/>Later, the claim states, Lt. Gil Rodriguez said: "This is like a hard day at the hair salon, I have some tissues in my office if you need it." <br/> <br/>Quinlan and Rodriguez are not named in the suit, but Moody claims the county is liable for not properly training its employees on sexual harassment policies. Levy says those standards are in place. <br/> <br/>"The county has extensive training programs totally in compliance with the law," Levy said. <br/> <br/>The parties will meet for a case management conference Aug. 27. We can thank the entire Board of Supervisors for not demanding Munks and Bolanos to resign, for not contacting the Attorney Generals Office to investigate Operation Dollhouse Customers to see if any laws were in fact broken.

This is just the tip of the iceberg.

I don't understand how it is the people of SM County allow these two to remain in office. It seems to me there has to be rampant corruption in SM government to permit this situation.

What do you expect when your leaders have they’re heads in the sand. Maybe we should let the probation department run the sheriff’s office. They couldn’t do much worse.

Is "Sex" Sheriff Munks' password? What is his authentification to to those that are allowed to advance?

It is time for the Board of Supervisors to a comprehensive Compliance Review and audit of the Sheriff's Department even if the current lawsuit sexual harassment is without merit.

We have serious allegations of Sheriff Munks and his lies about using public funds in planning for the Baker to Vegas relay and tawdry brothel incident; a sheriff deputy having sex at the county courthouse with an employee and now a lawsuit for sexual harassment that may have been avoided through litigation management. All this sex has an appearance of a daisy chain, but I bet there are a lot of other untoward practices that permeate operations!

This review should be a top down/bottom up (double entendre intended) examination. I would encourage a well qualified and independent members of the Peace Officer's Standards and Training (POST) be one of three or four audit specialists. Another audit should be undertaken in another year to 16 months to compare results and improvements.

Perhaps it is time for the Sheriff and the Undersheriff to retreat as they were uncermoniously escorted out by Las Vegas law enforcement!

It is possible our departments is doing well in there operations and I would commend him, but I think there is a lack of adequate oversight and mitgated problems are swept under the "moth'balled" patrol cars in HMB Airport!

I wonder what "carlos" would have done if the shoe was on the other foot and a rookie had been caught in his position. RWCPD is very happy he is gone. I guess the sheriff's office will have to wait another two years.

I have a friend who was caught receiving a blow job while on patrol. They hung him out to dry, but he keep his job. Another had picked up a street walker and was suspended for 3 weeks and forced to go to see a shrink cause of his behavior which they consider abnormal. But these two go to see children for sex and nothing happens to them and the DA's office tell them he supports them. Maybe the DA's office needs to be looked into also.

She is just looking for money, her story is B.S. The Deputy who hit her was fired, and she lost out to a better candidate for the job she wanted, now it's pay back time.

If you don't like the Sheriff that is a different issue. This deputy is far from a weak lamb. She is looking for a free ride for the rest of her career, and enough money to buy a vacation home on us the TAX PAYERS. The money comes our earnings we pay in taxes, and don't forget the 40% her lawyer gets for trashing the County. SCAM!!!!!

Deputy Stacey Moody was harmed even if the deputy was fired; the sheriff didn't mitigate her personal damages to her reputation by her colleagues firing - that was probably the right corrective action and probably ruined a career and a substantial retirement package!

Who is to say Deputy Moody's lack of promotion was not retaliatory - it probably wasn't, as there are well qualified competitors in most departments. If she was promoted she would be damn as well as the sheriff and now she is damned by branding her for making waves and questioned about being a team player.

Deputy Moody also interrupted the deputies career if not ruined it and that scares some of her colleagues and encourage the blue line to lie or cover up poor performance or behavior.

Anyone knows that a man does NOT touch a woman in the work place, never mind putting her in a choke hold and slamming her to the floor.

This guy was dead wrong and should be fired. It also sounds like the entire department needs to take sexual harassment classes.

It was WRONG, no matter how you look at it. And, I applaud the deputy for sticking to her guns and making the department realize what that man did and how the superiors treated her was wrong and totally out of line.

They should all be punished. You don't touch the opposite sex at work. Period.

Deputy Stacey Moody failed to mention that she was friends with Deputies Salazar and Gaines. She had previously engaged in friendly banter with Deputy Gaines on numerous occasions. Also not mentioned in this story is that fact that she struck Gaines first, apparently in a friendly and playful way. He did not pick her up and slam her to the ground. Moody is not the victim here, as she is trying to portray herself. She has ruined a 17 1/2 year career and reputation of an outstanding Deputy Sheriff, which are rare at the San Mateo County Sheriffs Office.

Don't "Horsley" around would be good advice by former Sheriff Don to his staff! It is not worth a lost of a 17 1/2 year career.

Sheriff Munks and Bolanos would do well to heed former Sheriff Don Horsley's advice....

Agree with Jack. I miss Don Horsley and his no-nonsense approach. This department has gone down hill since he left.

Munks just isn't the leader that Horsley was. What a shame. Someone needs to get this group under control.
