It's too bad that if someone does go get counseling before anything happens they will be turned over to law enforcement as though they already touched a child.

This is mostly about rape of children, so it would always be considered forcible. Any human, regardless of political affiliation, should be against rape and molestation of children.

Under that train of thought, anyone who goes to counseling for alcohol abuse will automatically be arrested for drunk driving. Did you even think before you posted?

Does this include statutory rape? Parents overreacting to their 17 year old daughter that had consensual sex with her 18 year old boyfriend. Both still in high school.

ALSO, does this include sexual abuse or children in state custody!

COUNTLESS Virginia children in foster care, in juvenile justice, under supervision of courts - in STATE CUSTODY, meaning that the STATE takes responsibility - are sexual abused, victimized, and raped.

WILL Virginia prosecute its workers who abuse, victimize and rape children in their charge? Will Virginia investigate and prosecute high rates of sexual acts against children in foster care? in groups homes? in juvenile jails?

If not, McDonnell, and Bell, are cheap lying suits!

We do not support candidates who -AS ADULTS, and AS ELECTED OFFICIALS - speak in praise of ANTI-CHRIST advocates, or who speak in praise of anyone who praises violent criminals.

We've heard Republicans call out against Democrats because of some Black Panther members standing around a voting area in Philadelphia, for the mere appearance of voter intimidation. But Republicans don't care a bit that their Candidate - AS AN ADULT, as recent at 2005, AS A CONGRESSMAN!- gave praise to a notorious ANTI-CHRIST, who praised a child rapist BEAST.

ANTI-CHRIST, BEAST, and Republican candidate uttered together should be chilling! Why don't Republicans DEMAND release of the entire speech Mr Ryan made? Why don't Republicans demand an apology?

While I am very much in favor of strong punishments against people who rape children, I am not in favor of mandatory sentences. Mandatory sentences take any discretion away from the Judge at sentencing. There are some crimes and criminals that deserve a life sentence. There are some that do not. The right to have one's sentence determined by an impartial Judge after considering all of the evidence is crucial. Judges are appointed because they have the temperament and good judgment to make these decisions. Every case is different. Every defendant is different. Every victim is different. Cookie-cutter sentences are not appropriate.

Also, in practice, what happens when there are mandatory life sentences is that all of the power becomes vested with the prosecutor. Simply by charging the defendant with a crime that carries a mandatory life sentence, the prosecutor creates a huge incentive for the defendant to try to plead to something lesser whether or not he or she is guilty, simply to avoid the mandatory life sentence. In many of the cases where the defendant was convicted and subsequently exxonerated, the defendant pled guilty to a lesser charge simply to avoid the risk of a mandatory draconian penalty if he were to proclaim his innocence and lose. It should also be kept in mind that in many of these type of cases, the only evidence against the defendant is the word of the alleged victim. That is not to discount the testimony of the alleged victims--it is however, to suggest that as a class of cases, this is a particularly bad class to subject to mandatory life sentences regardless of any mitigating factors whatsoever.

Unfortunately, instead of working on getting our economy turned around, Rob Bell is continuing his legislative legacy of making it easier to incarcerate more Virginians for longer periods of time.

A murderer can respond to rehabilitation. Child molesters/rapists cannot. I'm sure there are some statistics somewhere on recidivism for murderers and for pedophiles.

Like 'Bubble Burster' points out above, it may be a behavior or sickness. If so, prison is an unlikely deterrent. What it is, though, is an effective way of removing those that would harm the most innocent of our society from society, thus reducing the risk they would victimize, or commit the behavior or crime again.

Persons adjudicated - by courts - to be a 'risk to the community' for possible sexual violence are 'committed' to a special facility in Virginia,much like a prison, but not officially a prison, since they are not there because of any crime, but a court deciding that they MAY commit sexual crime. Sounds like a Sci-Fi movie? Nope it is true, in VA, and many states.

Your liberty can be taken from you, because a court decides that you 'might' commit a crime.

So, where are the TEA Parties who blah blah blah about liberty!?

I'd love to know what this unconstitutional criminals definition of "rape" is? Touching? Fondling? Consensual relationship with 17 year old girlfriend? I don't have time to pick through this criminals garbage, but I do have enough time to remind/inform said criminal that fatalaties for individuals under the age of 16 where sexual activity is a primary/secondary factor is LESS THAN HALF OF A PERCENT. What are you doing about speeders and DUI's that kill children/adolescents? This is the third fake Governor that I know of parading around as a Governor "for the people" while signing hidden agenda laws intended to flood the prisons and the courts. You want the taxpayers in Virginia to pay well over $200,000.00 to incarcerate someone for possesion of a nude photo of a 17 year old who lied about her age?
