City Council is losing its mojo! I can't believe they are going to spend less than $2 million on a problem that doesn't need yet another solution.
Get back on your horse, Councilors! With a little effort, I bet you can hire 5 commissioners at $200,000/year each ... add a few secretaries and investigators per commissioner ... and plenty of advertising money to scare up cases to prosecute ... and you can probably TOP $2 million.
I know this is just a down period for you. Buck up and spend the bucks! I KNOW YOU CAN DO IT !!!

I have to laugh out loud at Norris yet again. "Why this disparity in our criminal justice system" he tearfully asks?! Why? It's easy Dave, it really is. The jails are a self selection process where the stipid criminals tend to get caught time after time after time. This is why so many "disadvantaged utes at risk" have one or two pages of cases to their credit in the local court websites. The REAL crime is that this liberal asylum of a burg allows a criminal several dozen "strikes" before he is usually OUT.

By the way Dave, have you had your hard hitting city attorneys check with the US Justice Department so as to get their take on a local pipsqueak band of frenetic do gooders enforcing federal statutes? You better believe nobody out here in reader land will be allowed to hear what the federal government tells the Charlottesville city council wing nuts.

The proposed Human Rights Commission would be no more a political body than the Planning Commission or the BAR or the Police Advisory Commission, or the CRHA. These are all citizen commissions not tribunals. Don't believe the propaganda against such a commission.

It will be better than the EEOC being here once a mont because it will be local, understand the context, protect the identity of businesses of unfounded cases, solve cases with alternative dispute resolution but provide relief for any employer who will not correct founded cases of discrimination.

I hope the Council passes an ordinance that allows citizens real access to real solutions to their problems of gender, age, racial, disability discrimination among other forms of discrimination. The Virginia Human Rights Act authorizes local human rights commissions with authority to investigate, mediate, and hold hearings on such cases. They work well in Alexandria, Arlington, Fairfax, Prince William County and even in smaller locales like Waterloo Iowa. The real issue will be how it is implemented, if it has adequate resources to get people's discrimination complaints investigated and rectified and if it can engage in review of systematic discrimination. Its not either or but both.

I think a little bit of common sense was in Dave's coffee...I applaud him for his more inexpensive approach. The answer to his "why's" are pretty obvious..it's all about race & how some will go out of their way to be "this color or that color". And don't call me racist because unless you are blind, you see it too! But the real bottom line is when did it become the governments venue to legislate human behavior. Nobody can legislate stupidity!

Very pleased at this. Wonderful idea. Charlottesville is such a racist town, and I am so happy to see something being done about it.

You can't legislate equality. You can't enforce motivation and pride. This commission will only serve to find further fault with the shortcomings of a segment of our population and a futher excuse for discrimination in various degrees. Might be a noble idea to some but not well thought out. As for taxpayers funding such a scam? its totally bogus. All the city councilors should be recalled.
