What happened with that advertising nuisance ordinance that Kevin Hoover was pushing the Arcata City Council to create? Oh, I forgot. A certain person stated that state law already covers this concern and that people have a mechanism to use for nuisances per se and in fact. Nancy Diamond came up after the Arcata City Council meeting and asked how someone new so much. Maybe, Arcata needs a more competent attorney?

He is posting letters on people doors on Arcata eye letter head claiming they are breaking the law by growing medical cannabis AFTER the police have already been called and the police inform him that no laws are being broken and they will not get involved in neighborhood disputes.
Going door to door with a New York Times photographer harassing local citizens.
Encouraging vigilantism including the spray painting of a local house with the words"grow house" and "Pot Inside".

He is advocating that teh ONLY clinic allowed be HMS although they "screen for medical necessity", against state law they deny patients they deem not sick enough. In effect trying to keep a significant portion of legal 215 card holders with no where to get medicine.

Colluding with members of the city council to form a medical marijuana monopoly (ie H.M.S.)

H.M.S is passing out leaflets threatening to withhold medication form people if they do not write a letter of support and offering to ghost write it for them...probably a form letter written by kevin hover).

This is the equivalent of standing over someones bed with control of their morphine and forcing them to sign a will or vote for someone that they don't want to vote for.

Is that explanation enough or do you want more....how about publishing a "petition" that he knows was illegal on face value?

Somebody have a good lawyer tell them they can't supersede Cal. SB 420. It is unconstitutional. I thought the Constitution was important to the Peoples' Republic Of Arcata. The EYE of BIG BROTHER is now prying into your home and possibly vandalizing it, Medical Marijuana Patients.

Petition to the Arcata City Council to Revise the Arcata Municipal Code, Title V. Sanitation and Health, Chapter 10—Personal Medical Marijuana Use
Whereas the Arcatans signing this petition are citizens who care enough to take responsibility and work together to ensure Arcata’s future as a beautiful, exemplary, safe and inspiring environment for people of all ages and stages, and
Whereas the Arcata General Plan 2020 envisions Arcata as a community of neighbors, environmentally aware and advancing thoughtfully, with our historic and distinctive downtown plaza as our common ground for community events, daily commerce, retail, restaurants and entertainment, and
Whereas we support the intent of Proposition 215, the Compassionate Use Act of 1996, to allow safe and affordable access to medical marijuana for qualified patients, enabling people in need of medical marijuana to obtain and use it without fear of criminal prosecution under limited and specified circumstances, and
Whereas the profiteering abuse of Proposition 215 has lead to the degradation of Arcata’s quality of life, and
Whereas local municipalities can adopt and enforce local rules and regulations regarding the use, growth and dispensing of medical marijuana,
We, the undersigned petitioners, ask the Arcata City Council to:
Protect the general public health and safety through the use of proper zoning for the cultivation and dispensing of medical marijuana
Require that collective, cooperative and/or medical marijuana association cultivation, processing, storing and dispensing of medical marijuana must be conducted in non-residential areas and away from public gathering spaces
Limit the maximum number of medical marijuana dispensaries to two for the small town of Arcata and create strict regulations to ensure the general public health and safety
Stipulate that where a primary care giver (e.g., a dispensary) in Arcata has been designated by more than one patient, all of those patients shall reside within Arcata’s sphere of influence
Create a medical marijuana dispensary model requiring such things as standardized intake methods, sliding scale charges for a percentage of the clients, prohibition on purchasing marijuana from outside vendors, and regular monitoring of operation
Develop a 215 identification card system that respects the privacy of qualified patients, but limits potential abuses of Prop 215
Limit the amount of medical marijuana for personal use by 215 card holders to no more than two ounces dried, six immature or three mature plants, restricting this to personal use only with no sale to other individuals
Require clear and up-to-date recordkeeping on the part of qualified patients, primary caregivers and dispensaries.
Create real and deterrent penalties for people engaging in conduct that endangers others or creates a public nuisance, using medical marijuana for non-medical uses and engaging in any activity relating to the cultivation, distribution or consumption of marijuana that is otherwise illegal, such as selling marijuana for a profit
Prioritize the staffing the Arcata Police Department to the level necessary to properly protect the general public health and safety."

Dear XXXX,

As you may know, the City of Arcata is experiencing a serious issue with suburban homes converted whole or in part to marijuana cultivation facilities. Associated problems include pungent marijuana odor, building code violations, fires, home invasion robberies, threats to neighbors and loss of neighborly community. The Planning Commission will consider new land use regulations to abate these problems at its Tuesday, May 27 meeting.

Arcata residents have been meeting informally to identify and discuss the suspected “grow houses” in their neighborhoods. These houses typically exhibit one or more of the following characteristics:“green” or “skunky” marijuana odor, house numbers removed, blacked-out windows, rapidly whirling PG&E meter wheels, no residents or noncommunicative residents, constant fan noise,“No Trespassing” signs and lots of late-night comings-and-goings, often including rental trucks.

Public records list you as the owner of the property at XXX XXX XXX in Arcata. This residence has been mentioned as exhibiting some combination of the above traits. I don’t know whether marijuana is grown there or not, and if it is, whether or not it is a legal grow under Prop 215, the Compassionate Use Act (which we support).

So, which media outlets DON"T engage in ratting or government manipulation? Is it not true that media is partial and deceitful? If you ask me, I would have a hunch that Kevin works closely with the Arcata City Council to push agendas in exchange for information.

I remember doing a job for a building owner on the plaza who had his share of disappointments over the years with the way city leaders usurped and pushed around their unfounded power. While working, Kevin walked by and said he took a picture of me doing the work and that he put it into his current isssue of the Arcata Eye. I said, hopefully you did not get my face in the picture because I would feel bad for breaking the lens with my ugly looks. Kevin looked at me really strangely.

The irony is that the statement I made was prior to the issue hitting the stands but several days after the picture was taken. When the issue finally came out, guess what, chopped off head.

Point is that Kevin understands I am politically involved in this county and he sure was not going to allow people to understand the truth of who had to come in and clean up the mess that Arcata City officials created with a certain building owner. Consider mess cleaned.
