If he was arrested in March 2007 but continued to work for the Burlingame P.D. what does that say about Chief there ? Why would anyone in their right mind continue to employ a pedophile after such allegations ? Does Burlingame P.D. employ other felons?

What type of liability does this pose ? I am sure that while he was employed by Burlingame P.D. he had access to 'children' even after his arrest. Sounds to me as though the Chief should be held responsible for continuing to employ Cissna after his arrest for molestation. This is an EXTREME example of very poor leadership !

This seems to be yet another poor example of leadership at Burlingame P.D.. After looking from the outside in for years on this department, it is so sad that Management above the Chief continues to allow him to make poor choices. Not only has he allowed one Cissna to continue to be employeed after being arrested as an officer on drug charges (his title is Detective, how would you trust someone like him to "investigate" a drug offense); he then allows Cissna Sr. to continue to work for him while being investigated for molestation. In my opinion it seems as though an investigation should be done on the Chief! Who in his right mind would force other reputable men and women of the Burlinagme Police Force to work along side two men with such poor character? What else is going on that we outsiders don't know? How do we feel safe with the Chief as leader?

I tell you, if Burlingame P.D. was a corporation the B.O.D. would demand the Chief's resignation. What a sorry state of affairs.

Welcome to San Mateo County

Robert J. Cissna Jr. was charged in San Mateo County with one felony and five misdemeanor counts stemming from an investigation into his alleged ordering/receiving of 1,000 tablets of Romanian Methandrostenlone. Possession for distribution.

What happened to those charges?

James P. Fox and Steve Wagstaffe were in charge.

Who in his right mind would force other reputable men and women of the Burlinagme Police Force to work along side two men with such poor character? Great Question

That is the same question being asked of the San Mateo County Board of Supervisors for supporting Sheriff Greg Munks and Undersheriff Carlos Bolanos as CUSTOMERS of prostitution of Human Trafficked Sex Slaves involving underaged girls.

Why would you want the chief to resign...you do not know that the chief knew this was going on. With cissna jr, he went through a drug rehab and the depaartment chose to give him a second chance, It was not like he was doing crystal meth or cocaine. They were steroids

In other threads, Joe always defends the police and uses "police speak" when he does. He sounds sort of official.. he cites the constitution... My guess is that he is someone fairly high up in the SMPD

I agree with Alex, besides police officers should be held to a higher standard, just STEROIDS, um some people get violent when they take those, remember the Burlingame police officer Jerry Peters who said to a distraught woman "shut up Bi@@h! Maybe he was on steroids, no standard, nothing to live up to, why respect any police officer. Why would any kid go out and buy a "cop" uniform at Halloween, so he can portray a dude on steroids who molests kids.....

There's always 3 sides to a story. Do you know all 3 sides?
It's people like you who don't know the whole story who convict people before they even know the true story.
The truth will prevail! Just wait!

What a sad state of affairs when an employee is arrested in March of 2007 for sexual molestation of his Granddaughter and is allowed to be employed by a Police Department for approximately one year while he goes through two separate trials. The Chief of Police should be removed from his position for allowing this to happen. Terrible leadership over a sinking ship. Geez, can't I make a decision. What an embarrassment. Both father and son.

I was under the impression that police depts do extensive background checks...what happened?

Is Burlingame a safe city? If the Chief of Police allows child molesters and steroid freaks to be police officers, I would not entertain living in such a city.

I don't know about all of you, but something must be definitely wrong. Maybe it's high time the City Manager uses his authoritative powers...remember, what goes around comes around!!

Burlingame Police Chief Jack Van Etten is responsible for keeping Robert Cissna Sr. on staff after he was arrested in March 2007. He should explain that.

We San Mateo County have to take a look at District Attorney James P. Fox and Steve Wagstaffe for their role in the LACK of prosecution of Robert Cissna Jr. They dismissed all the charges before he ever went to court. There was no trial, he was not charged with the felony that Steve Wagstaffe talked to reporters about. I don't know if Chief Jack Van Etten had any choice but to re-hire Jr. His conviction was only a misdemeanor,

Thanks to Fox and Wagstaffe.
