Not really, the Dutch and English team consists of many non-European players also if you notice. Although not as many as in Les Bleus. Germany, now consists of many Turkish and African players. Swiss & Belgium also.
But I honestly think France can still field a competitive team with all white French players.
White French team (4-2-3-1): Lloris, Debuchy, Koscielny, Mexes, Mathieu, Toulalan, Cabaye, Menez, Gourcuff, Ribery, Gameiro.
They're all good white French players.(Note: although Ribery is a Muslim convert, he's still white French ethnically)
When an individual receives citizenship from a country, by birth or naturalisation, that means he is entitles to ALL the rights attached to it, including playing for this country.
