It goes without saying that the governing system in SPLM is rotten to the core. From state government to the federal government, nothing seems to give hope to the marginalize people of the southern Sudan. When CPA was signed in 2005, much hope for the southern Sudanese was seen under the leadership of John Garang who passed away in helicopter crashed.

After Garang deceased, Salva Kiir Mayardit who was at that time the vice president of the GOSS took over the role of the presidency. Since than, expectations were climbing high as many parties who were claiming that Garang was a dictator began to negotiate merger with the SPLM under the leadership of newly appointed president.

The process resulted into Juba declaration between the SPLM and SPDF force under the Nuer warlord general Paulino Matip Nhial.

Salva Kiirís leadership began to make changes which were observed by many citizens as positive moves toward the full implementation of CPA. As the time passes, the corruption began to take its full course under Kiirís leadership. From there, the expectations of the southern Sudanese began to decline gradually.

Several indications were observed which gave bases and justifications for the corruption. Ministers were looting money for their personal gain, jobs were being offered to close relatives instead of qualifications possesses by the applicant, false names were being put into the pay role lists, and dividend from the oil were not being allocated to the proper people, no development was being seen, and the list goes on and on.

Whatever provocate the corruption, nepotism, and the like still has to be figured out. Thirst for lot of money and thirst for power rank in the top of the causes of corruption.

Even though those mentioned two causes above seem to be legitimate reasons, I do think that there are three others important things that lead to the corruption as to why the top echelons always go corrupt as soon as they step into the office.

The following are the three things that I thought are the root cause of the corruption:
I. Lack of Basic necessities
II. Lack of education
III. Lack of mutual respect

Basic necessities are the fundamental items that each society should have. It starts from clean water, enough food, availability of jobs. These are the things that I consider to be the basic necessities.

To my view point, shortage of basic necessities seem to be the core reason behind all the fiascos that are taking place in southern Sudan. It is indispensable that our nation focus on providing necessities to its citizens at all costs. If necessities are available, it would mitigate the corruption in one way or another. Because of lack of necessities, the leaders are worry about the future of their family, thus, they become greedy and they want to have everything to their families and relatives.

From there, they forget that they are working for the public office.

Worse of all, our society lack businesses. It must be understood that businesses are the key ingredients to economic growth. There are no jobs in southern Sudan now because we all look into the government to provide jobs for us instead of starting our own businesses.

Lack of jobs is the backbone of crimes. If people are not working, the chances are they will get into criminal activities. They have to occupy their time in order to avoid them getting into criminal acts. This is what is happening in our society right now. Because our people are sitting idle without anything, they found themselves engage in evil activities.

Conversely, if they were busy, there would be no time for them to engage in those criminal acts. I truly believe with all my heart that this is the core issue in our society. It makes us look lazy. Numberless of our people are just loitering around. They have nothing to do other than get up and go back to bed.

Iím not putting the onus on them, but Iím blaming this on the SPLM for not providing basic necessities for its citizens. If it was during bush war, I wonít blame SPLM for any of these as we were focusing on NCP, but know that that problem is put down, why not do something with what we have to ensure that our people are free and enjoy the dividends from the oil. We have to be sensitive to the world around us. What there is for southern Sudanese to look forward to in the meantime is not known.

Believe it or not, education is the second biggest drawbacks in our nation. Needless to say, 98% percent of our society is illiterate. Thus, this is conducive to the corruption.

In addition, little is being done concerning the issue of education. As usual, these corrupted ministers, commanders are sending their children to school in western world, east Africa and some other places using the public money they looted.

Furthermore, the future of southern Sudan education wise is in great chaos. Schools need to be properly established in the country. This will eliminates children and those adults who are willing to learn from loitering around aimlessly; and it will greatly reduce the rate of crimes.

Best of all, it is the investment into the future of the nation. Also, significant of jobs will be produce in the education segment. That money they are looting should be used for schools supply.

Last, but by no means the least. Mutual respect is the key to understanding each other and learning to coexist together happily. Most of the tribal feuds are generated by lack of positive communication and respect for each community as some communities do not have any respect for the other communities or their neighbors.

This is just a common sense. For example, Luo Nuer looks down on Jikany Nuer thinking that Jikany will never defeat them regardless of what. On the other hand, Jikany wonít just keep quite while their loved ones are being murdered. It wonít happen.

In general, these three issues are what I think are the root cause of our nationís fiascos. If we have enough basic necessities, educated people, and mutual understanding between ourselves. There would be no ways that we wonít overcome any obstacles that may confront our nation.

It is our task to find a resolution to this mess that we got ourselves into. It is very challenging but I could be overcome. With all of us working together hand-in-hand, this would be a piece of cake tackle. This rotten administration is not helping in any ways and it will take us nowhere. We have to find a corrective measure to erase it.

I think you are right.

When the war started in 1983 I was still young. The slogan was clear: we want equality peace and prosperity. I thought our problem was purely created by the government in Khartoum. In the more than 20 years of war we have lost lives of innocent. The future of many southern has been ruined. Those who preached the equality have turned their back to the public they used and claimed to protect.

I am wondering why the International Court of Justice does not include the names of some to face Justice for destroying the lives of many. Such a case would make them come to their senses.
