Is the biomass and mankind an efficient energy refinery?

I would appreciate your help with the following question: Would an advanced technically developed space fairing society be able to extract energy from inert matter, or would it require biology as the most efficient means of transforming the energy into a useful form (such as how we use yeast to refine sugar water into kerosine)? Basically, is terraforming a sophisticated long term method of efficient energy extraction, especially when considering that it builds its own infrastructure?
