I have spotted what appears to be an anomaly, do you know what it is??

It's a giant circular "mass" that covered half of the state of Pennsylvania on March 22nd between 9:00 and 11:00 PM EST.
I have been asking around, but nobody seems to know what it is. Do you?

That is a NEXRAD radar return located at Penn State University operating in clear weather mode, meaning it is set to a higher sensitivity during clear weather and produces a lot of ground clutter. Some folks mistakenly refer to this perfectly normal radar operation as a "haarp ring."
