What is this weird slimy thing?!?!

Located in northern Pugit sound in Northwest Washington, I found this creature under a rock/island in the mid inter-tidal zone.

I can't quite tell but maybe they are white plumed sea anemones, with the tentacles withdrawn because they're out of the water. It's the right area and the right habitat for them.
