Pods with tiny seashells inside

I found a cluster of bell shaped pods or sacs on the beach that contain the tiniest seashells inside. Each pod is transparent, plastic-like and contains several tiny shells, perfectly formed. Can anyone help me with more info on this stage in the life of seashells?

They are called "Lightning whelk egg case" I too found it a few days ago and just found what they were. Hope this helped.
