Power plant on top of coal seam

The site that was choosen to build power plant is sitting on top of the coal seam about 4m thick. The coal is near to the surface, when they doing landcut, the coal seam exposed. May i know how thick is the top fill and what compacted condition is sufficient to prevent the coal from self-burning (the coal type composed of high volatile).

What is the best solution can provide to engineer?
