I like the solution given by the geology professor.
Road appears to be a classical case of typical Texan style "self regulation".
UK has had exactly the same problem during the timespan 1997-2008 while incumbent government of that day had away with all the money & cultivated gerrymandering via dependency on handouts.
Result has been a serious problem involving potholes and Irish travellers whom have had all the contracts for over a decade + lack of experience blockade of all engineering/geoscience graduetes then & now as result of prior government's malpractice.
Apparently right @ end of term,[Texas] Bush family (having had away with all the money...) Roundly abandoned "self regulation" ideal that got them so rich & legally untouchable for the consequences of mismanagement.
