"Because Durbinís statement is oversimplified and ignores complicating factors, we rate it Half True."

Fact is that he is a politician and doesn't understand the entire complexity. He is calling it 'global warming' so evaporation comes to mind, while the real story is that AGW affects weather, precipitation and timing. Not to mention man's work, so while not precisely true, it is an alarm bell we should be hearing.
