Movie to watch in the background to article.

"The 5th Element", the one with Bruce Willis, & Milla Jovovich.

features a bugged cockroach acting as a surveillance device.

Also note in passing, a parasitic wasp is able to direct and herd a cockroach using toxins from its sting, apply both bits of tech and you will have guideable roach surveillance devices in inexhaustible supply (assuming you can catch them).
