Nineteen-year-old man in jail seven months, agency has nowhere else to put him

This is an age old problem. No shock should be attached to it what so ever.
Provincial jails house many people with special needs. People who probably would not be there is they did not have those special needs in the first place.
The fact that this person cannot be found guilty or innocent because he is unfit to stand trial sums it up. Is he even fit enough to make a decision about his behaviour.
The public is not interested in building,yet another, form of housing and supervision for these individuals.Look at the cost of housing high need children in foster care currently and multiply that time ten and it might reflect what the cost would be to keep them in society.
Why is he locked up - arson, a sex offense, something violent. If so, many of the street options are not the best choices. If there is no way of reaching them on a level that will impact on "change" they would possibly do best in life custody in types of facilities that were previously condemned. Maybe, there was a role for them. Maybe society did go too far in using them in days gone by but, maybe, just maybe, there is a place for them. Political correctness cannot over ride common sense and the safety of all. New standards could be applied.
It all costs money and some methods may be more conducive to protecting society than fostering hope that all mentally disabled people can function in society.
