In general, office workers know how to use Microsoft Windows, Word, Excel, PowerPoint, Access, and the Internet enough to do their jobs.
Most workplaces strongly discourage the use of social media and the Internet on the job, so those skills shouldn't even be an issue unless one is in PR or something highly specialized like that.
It's the availability of the afore-mentioned jobs that are the issue, not lack of said skills. The government needs to stop over-regulating things.

This is the first time I had ever applied for a loan. I couldn't have asked for anything more from the staff that answered any of my questions to the application process. Once this had all been completed the money was transferred quickly into my account. I will definitely be recommending 911PDAY .COM ( http://goo.gl/44kQUQ ) too my friends and family.
