Yes, protect the fish but don't protect American citizens from extinction. Very good. It's funny that the Feds can catch people fishing but can't catch illegals or drug runners. Duh!

The difference is that the fishermen aren't paying off the Fed's and public officials like the drug smugglers and people smugglers are.
