duh. Solar to start-up is $$$$.
if it was within the reach of the "99%," probably a lot more people would use it.@ this point, "saving the earth" is still a rich man's game.[Wow, I gotta repeat that elsewhere.

No, more like Hank the Yank as in Yanks his 'facts' out of his rectum. That 3.3 billion paid by 'all' Californians is also 'available' to all Californians to help them install solar on their homes. I think the beginning of 'rich' for Obama and Biden at least is 250K a year in wages. My wife and I both work and we wish we had half of rich. We do have solar PV on our home's roof. It keeps our electric bill extremely low or erases it completely each month. You only have to install the solar once. The rebates and tax incentives are a one time deal also. So Yank, master of economics, take 40K put it in the bank at a whopping 0.5 to 1.5% annual interest and let it 'grow' or 40K on one's roof in PV to limit or eliminate one's electric bill for life. Right now the 40K on the roof will net more payback than 40K in the bank. What's this feel good about not being part of the problem crap? Ever heard of self defense? As the world grows (7 billion and counting)energy costs will rise in the years to come, the solar PV installed today will pay for itself sooner, than later. So the institutionalised ROI is a lame attempt to make an excuse NOT to do anything, rather than a 'tax' on the 99%. The Government is actually allowing the 99% to get some of their tax money back for installing solar. It also carries over to the mentioned energy efficiency programs which retrofit homes and businesses with items like added insulation, dual or tripple pane windows and even energy star appliances. The subsidies are rebates wasted on solar that could instead be used to weatherproof and improve existing apartments and dwellings in low income neighborhoods would save far, far more energy and emissions. "Green" is used as a marketing slogan for Government licensed and controlled "private" businesses to justify the overpricing of goods, or otherwise for the purpose of transferring the modest "worth" of the worker *("middle")* class to the deep pockets of the revolutionaries.*(now in power)*

Since the 60s 70s revolution, revolutionary Government have run a Mafia-like protection racket for the purpose of eliminating competition. Clever marketing tricks and slogans are dreamed up by expensive taxpayer funded marketing divisions of business Departments at universities located in revolutionary controlled cities such as Berkeley *(of "filthy speech" fame")* and Long Beach.*(of revolutionary social and economic taxpayer funded redistribution scheme fame)*

How do revolutionary Councils who are in control of those cities use parliamentary technicalities to "justify" using their heavily armed taxpayer funded politicized cops deal with "ordinary" peaceful citizens who insist on speaking out in hopes of having a long train of revolutionary Government abuses redressed?

Yes. It's a complete turnabout. During the revolution the cops had a strong worker *("middle")* class self identity. As a result they earned the contempt of the revolutionaries.
