i have something to say. all the adults think that they know wat is going on in their kids lives, but i can tell u for a fact they don't. i mean i know ppl who's kids even smoke meth and they have no idea. maybe everyone should stop waisting time trying to figure out HOW they are getting high and spend more time NOTICING if ur kids are high. who cares if the kids smokes weed, inhales, does shrooms, is a pill freak, drinks alcohol, or even does harsher drugs, ever wounder if there is more to the fact of kids getting high then just them getting fucked up. some kids resort to drugs to cure the problems they have in life that noone will listen to. so stop trying so hard to figure out what they are doing (if they are even doing it), and try to figure out WHY. and yes i know you may not belive me, but i'm telling u this first hand so that maybe finally someone will listen.

If a person under 16 is buying ingested or smelled medication other than bandage. Then mark the person all the way to age 25.
Should there be peer guidance shows based on local city environment, or should people pass the word around? Retail will terminate employees not just for being late, but drinking alcohol under 21 even looking at the opposite sex.
Not all cities have bus or taxi every 10 minutes.
If the person turned 18, they might think its fine to go to McDonalds instead of the College cafeteria, in between classes. Cost is cost, plus gas. They might think they can stay up until 10pm, and date around the mall food plaza parking.

Truth there, reality shows on high school. Why? Maybe the person has too many club activities in school plus Karate practice lowering the persons required classes test scores. Bringing a 'smerk' across the the teachers and parents faces, meaning 'failure'.
Did the person open another students book bag infront of the owner? Or decide that 'all' didnt need the anti-drug movie.
