Police cuts, rumors of easy targets fuel Bay Area burglary spike
Bay Area cities have seen double-digit jumps in home burglaries during the first half of 2012 as a storm of such factors as fewer cops on the streets and rumors of easy targets have collided to boost thievery.

They go up every time kids are out of school. In this case what you are seeing is very typical, criminals have been using target patterns for years which is a sign of organization and mafia escalation. To put it into street talk it is part of the tail wagging the dog orchestration.
