suspicous person - la jolla man on bike always asks for pen or pencil

I am a female who has been working in la jolla for about two years now. over a year ago, i was walking near the la jolla sports club/charles schwab area near the corner of fay and silverado when a man on a bike came up to me and asked me if i had a pen or pencil. he said that there was something near the spokes of his bike and needed something small enough to get in there and poke it. i had a pen in my bag so he used it. i stood there for a few minutes as he fixed his bike. when he was done he tried talking with me more but i had to get going so i left. i didnt think anything of it. about 6 months later, the same guy on the same bike came up to me (in the same area) and asked me for a pen or pencil. it felt really familiar. i didnt have a writing utensil on me, so he asked me for a bobby-pin or something. i wasnt carrying a purse or anything so i said i was sorry and was on my way. after that second time he asked me for a pencil, i decided to tell my female co-worker about it. she informed me that she had a similar encounter with a man on a bike asking for a pen or pencil in the same area near fay and silverado. Then today, I ran into the guy AGAIN in the same area asking for a pen or pencil! I sternly said No and kept walking.
This guy is an older man, maybe in his last fifties. he has brownish grey hair. today he was wearing a grey short sleeve polo shirt and khaki shorts. hes aound 5'10" i would say with a bit of a belly.
I am wondering if anyone has had a similar encounter with this guy. im assuming he only asks females. im not sure if he really needs help, is trying to hit on women, or if his motives are more sinister. He's not harming anyone (that i know of) but his behavior does seem suspicious. has anyone run into this guy? im curious to know if this has happened to anyone else. i really want to call this guy out the next time i see him by telling him that he needs to get a new bike as he has asked me and my coworker MULTIPLE times for a pen.

I think this guy has a foot fetish. he asked me for a pencil in the exact same area and I told him i didn't have one. following my response he asked if he could use my high heel instead. seriously??? absolute weirdo. i have seen him ask other people on other occasions as I swiftly walked past trying to avoid eye contact. no clue on his motive. next time lets jump him!

This guy is still at it. Your posts are from 2010... He just approached me yesterday and Ivanhoe and Wall. Gross. And I was gullible enough to let him borrow my shoe!! yuck!

Nothing suspicious about it, stop being so paranoid, if anyone seems suspicious its you, have to wonder about a female who posts to the internet on someone who isn't doing anything wrong. I bet you stalk your ex boyfriends, don'tcha.

He's back. Just ran into him on the corner of Ivanhoe and Wall and it looked like he was going to try to get off his bike and talk to me. I gave him a dirty / disgusted look and he rode off... Be safe out there and keep your shoes on your feet.
