Will some of you who know the true facts tell me if a couple takes their marriage vows and the license is not signed and sent in to the Vital Statistics office to be recorded, is that marriage under Ca. law legal or not? In Texas, it wouldn't be, but I'm asking for someone else. It has been looked for by someone else and it doesn't seem to be there.

I'm a Ca. born woman, Richmond, Contra Costa Co., during the War. We've been in Texas since I was 2, though.
