now who pays the taxes those businesses used to be able to pay?

well the city has subsidized them, see the absents of jobs? city over taxed over regulated them and they left.
its real simple, you want jobs create enterprise zones keep union morons away and jobs will come, end subsidizes to welfare and illegal immigrants and they will move to Detroit or someplace with better benefits.
