Insurance Providers Weathering the Fire Storm
Despite the thousands of homes destroyed by fires raging throughout central Russia, insurance firms are weathering the disaster as few homes are insured and even fewer claims are made for damaged property.

As Ana has previously stated, many just can not afford insurance, and the payment can be small. Probably many who were insured did not present their "original" policy because it was destroyed in the fire.
Also, if Putin "Promises" to give $100,000 US to each homeowner who lost a home, seeing is believing. But, reports are made that says some homeowners had torched their own homes in the fire areas upon Putin's initial announcement. And of course, those not in these fire regions will become jealous as all hell, because they still have to live in ramshackel, old dwellings. Be interesting to see what happens in the aftermath.
