Ah! What a display of arrogance to the average Russian who pays for this luxery, while they struggle to survive, have failing infrastructure, limited emergency service such as ambulances, firetrucks, or even fire axes in some cases.

While some citizens may dream of owning just a row-boat, their leaders buy a super yacht that will have a large crew, cost millions just in maintenance and security costs, and only be used once or twice a year. To be a dictator tsar in Russia is quite a luxerious affair.
