The 57-year-old man had been pronounced dead after his apparently lifeless body was found at his apartment in Pskov, Russia.
But a forensic autopsy later found he'd been alive when he went into the morgue and had frozen to death while he was there.
Hospital chiefs say they have suspended their head physician Valery Khodzhaayev and ER doctor Galina Puzanskaya.
"It is a tragic chain of mistakes and bad decisions. He should never have been sent to the morgue and once he was there he should have been kept at room temperature for a few hours," said a spokesman.
