You have to prove that your opinion on Putin's influence on democracy and human rights in Russia are only "somewhat positive", so you have to show us that there actually exists an even more positive attitude towards Putin's Russia than you have exhibited here in Topix. So you see, Rob, to prove that you belong to the lower 13%, you have to surpass yourself. If you are not able to surpass yourself, you are relegated to the last percentile of the French population, i.e. among outliers.
