This is indeed a major on-going catastrophe on a broad scale. It makes our fire disaters in California look like a bon-fire. Usually, a natural disaster like an earthquake or tsunami is a quick event, and the aftermath is what is dealt with. This an on-going emergency.

HAS THE RUSSIAN LEADERS ASKED FOR HELP FROM THE INTERNATIONAL COMMUNITY.

Proposed or accepted. two different things. I am sure others proposed, but if it is not political acceptable to your leaders, no-one will ever hear about it.

While those ordinary citizens have only one interest and focus, such as in stopping the fires, your leaders are thinking about two things. Political and then solving the problems. Politcs first in their thought process.
