My wife and I send money every month to her mother in Belarus (White Russia) via an international bank account. The limit is $400.00 a month. No red tape at all other than she has to pay taxes on it at the end of the year. The charge for wiring that money is $50 everytime. Anything under $200 I would use "Western Union"...its alot cheaper ($22.00) for that amount.

Sadly, but very true.
The most amazing is that such meaningless cities as Khanti-Mansiysk have the best quality of life. It is a city where the goverment of my nativeland KMAO is situated.
It is weird new idea of russian politicians and burocrats: division of people and power.
The main oil-gaining, fishing, gas-gaining, industrous centers are in and near Surgut, the biggest city of KMAO. But despite that budget allocates 68 times more money for a townsman of Khanty-Mansiysk then to a townsman of Surgut. So people of Surgut work and people of Khanti-Mansiysk get the money.
There is no industry, no normal universities or anything of that type in Khanti-Mansitsk. But there are world-class water-basins, stadiums, skiing and skating centers, huge bialton center and so on. I remember my last visit of URIIT (Ugorski research institute), where some mystical nano-labs and super computers are located. On my question, what did this labs do I got such answer: "different stuffs, for example we watch blood cells, see the DVD's tracks and paint images on ants and fleas". LOL! That is what our money go for. While labs of Novosibirsk stand idle due to lack of money, those "scientists" shoe fleas :).
So Why_Me, you should make out that there are just Siberian cities and especial "Siberian" cities.

BTW, what about GB? So they are not democratical then, following your logic?
