Once the N. Koreans arrive, they will never leave. They will invest much money building infrastructure, housing, field development, equipment, etc. Over the years, they will be fully dependent on the rice grown there and be quite settled in this area. Population growth. Governed and policed by the N. Korean government. Land creep.
For all intent and purpose, the Kremlin is giving away a large part of Siberia to the N. Koreans.
What applied common sense. Haha. The kremlin willing to start the splitting up of Russia.
