This paragraph taken from one of the most scholary muslim web site islamawareness.net :

Article 340 of the Jordan Penal Code, reads in part,“Anyone catching his wife or one of his immediate family in a flagrant act of fornication with another person, and kills, injures or harms both or either of them, will benefit from the exculpating excuse…” In response to recent moves by King Abdullah II of Jordan to eliminate this part of the code, one “Islamic” group responded,“those who are voicing their concern for the lives of a group of women, they ought to show concern for their lives as chaste women with their honor protected, otherwise, what is life worth for a woman who profaned her honor and stained the reputation of everyone related to her? Who would repair the moral damage that she has inflicted upon her family? Her killing would probably be a salvation for her from the misery of living with her sin.”

and for that, the author decided to take on this research regarding this confusing issue "Islamic ruling on the matter of honor killings", which in his words are "usually applied one-sidedly to women, but rarely if ever to men." (muslims own word, not Pawn's... Pawn was told that muslims treat their women fairly)

And in another article, a fatwa states:

It’s a well-known fact that Islam maintains the protection of life and does not sanction any violation against it. In the Glorious Qur’an, Allah, Most High, says,“Whoso slayeth a believer of set purpose, his reward is Hell for ever. Allah is wroth against him and He hath cursed him and prepared for him an awful doom.”(An-Nisa’: 93)

but then it immediately followed:

Abdullah ibn Masud, may Allah be pleased with him, reported that the Messenger of Allah, peace and blessings be upon him, said, "The blood of a Muslim may not be legally spilt other than in one of three instances: the married person who commits adultery; a life for a life; and one who forsakes his religion and abandons the community." (Reported by Al-Bukhari and Muslim)

To confuse you further, it claims next:

“There is no such concept in Islam that is called “honor killing”. Islam holds every soul in high esteem and does not allow any transgression upon it. It does not allow people to take the law in their own hands and administer justice, because doing so will be leading to chaos and lawlessness. Therefore, based on this, Islam does not permit such killings.

If you're as unconvinced as I am (regarding Islam's prohibition of honor killing), the author's ultimate answer should convince you NEVER to allow Islamic Law to take root in America:

"First of all, in order to sanction killing, it must be through a binding verdict issued by an authoritative law court."

(but isn't that exactly what the "authoritative law court" allowed in their Penal Code to excuse the killer? So basically islamawareness is saying that honor-killing is ok if muslim authority says so.)

Another islamawareness article acknowledges that:

"Women in Pakistan face all kinds of gross violence and abuse at the hands of the male perpetuators family members and state agents. Multiple form of violence includes rape; domestic abuse as spousal murder, mutilation, burning and disfiguring faces by acid, beatings; ritual honour killings and custodial abuse and torture."

Every year in Pakistan hundreds of women, of all ages and in all parts of the country, are reported killed in the name of honour. Many more cases go unreported. Almost all go unpunished. The lives of millions of women in Pakistan are circumscribed by traditions, which enforce extreme seclusion and submission to men many of whom impose their virtually proprietorial control over women with violence. For the most part, women bear the traditional male control over every aspect of their bodies, speech and behaviour with stoicism, as part of their kismat (fate), but exposure to media, the work of women's rights groups and the greater degree of mobility have seen the beginnings of women's rights awareness seep into the secluded world of women. But if women begin to exert these rights, however tentatively, they often face more repression and punishment: the curve of honour killings has increased parallel to the rise in the awareness in rights. State indifference, discriminatory laws and the gender bias of much of the country's police force and judiciary have ensured virtual impunity for perpetuators of honour killings.

IMO, the Al Khidr story in Quran's Sura 18:74-80 supports killing of currently innocent boy because Allah "fears" that the boy would "dishonor" his parents in the future. Doesn't that qualify as a form of honor killing? And worse, the boy was killed for something that couldn't even take place!

FOR SHAME: Arab Honor's Price: A Woman's Blood

It took six years for the al-Goul family to hunt down their daughter Basma.

She had run away with a man, afraid for her life after her husband suspected her of infidelity. Her husband divorced her and, in hiding, she married the other man. But back in this overcrowded, largely Palestinian village, where a woman's chastity is everyone's business, the contempt for her family kept spreading.

'We were the most prominent family, with the best reputation,' said Um Tayseer, the mother.'Then we were disgraced. Even my brother and his family stopped talking to us. No one would even visit us. They would say only,'You have to kill.'

Um Tayseer went looking for Basma, carrying a gun. In the end, it was Basma's 16-year-old brother, just 10 when she ran away, who pulled the trigger.

'Now we can walk with our heads held high,' said Amal, her 18-year-old sister.

What is honor? Abeer Allam, a young Egyptian journalist, remembered how it was explained by a high-school biology teacher as he sketched the female reproductive system and pointed out the entrance to the vagina.

This is where the family honor lies! the teacher declared... More than pride, more than honesty, more than anything a man might do, female chastity is seen in the Arab world as an indelible line, the boundary between respect and shame. An unchaste woman, it is sometimes said, is worse than a murderer, affecting not just one victim, but her family and her tribe.

It is an unforgiving logic, and its product, for centuries and now, has been murder - the killings of girls and women by their relatives, to cleanse honor that has been soiled.

Most often, the killings occur among the poorer and less educated, particularly in Arab tribal societies.. with long traditions of self-administered justice. The killings are rare among the educated and urbane.

But even among those upper classes, it is rare to hear condemnation of the killings...

The System: Built-In Empathy For the Killer

Among all Arab countries, only Jordan publishes what are considered credible crime statistics, so the extent of honor killing is difficult to gauge. Often the killings are hushed up, experts say, and disguised as accidental deaths. And, most often, the killings occur outside the big cities, far from government scrutiny.

Except in Jordan, government officials tend to treat the issue as taboo, at least in response to queries from foreign journalists.

But the statistics show that honor killings regularly claim 25 lives a year in Jordan alone, about one in four homicides in a country of just four million people...

The Solutions: Proposals of Sharia And of Silence

For women who have had premarital sex, a way to avoid discovery is known as hymen restoration ... a stitching together of what remains of the hymen, usually a few days before the wedding, so that it will tear again during intercourse.

In Egypt, Jordan, and most other Arab countries, the procedure is illegal, because it is seen as defrauding the husband. But it is also widely practiced.'What's important is saving the woman's life,' said a Jordanian gynecologist who asked not to be identified.

But the more traditional Arab way to cover up is through a kind of shotgun marriage that keeps honor intact. Tribal leaders in Jordan, who serve with the blessing of the Government, say they act as intermediaries many dozens of times a year, sometimes at the request of young women, and sometimes by their families, in the hope of legitimizing a union before it becomes fodder for gossip.

If the male partner is reluctant, Sheik Hadid said, he makes a powerful plea:'Do you want her parents to kill her? Do you want her to die?' And as cruel as it may sound, Sheik Hadid said, he tries to arrange marriages between the sexual partners even in cases of violent rape.'It might not be her fault,' he said,'but as I see it, the girl has no other choice.'

I think the larger lesson here is kind of obvious. If Islam was the ideal belief system than after all these centuries the countries where Muslims have ruled should have long ago been paradises.

Islam is an epic failure.
