The flood was vast but local, it was meant to kill humans, not animals. The animals included on the ark were indigenous only to the middle east, the fertile crescent. It flooded the entire known world. Noah and his family spent their time fishing for food for themselves and the animals. They ate a lot of sushi. Everybody on the earth today can trace their lineage back to one of the three sons of Noah.

From Noahs perspective, it was the entire earth. It was the entire known world. Don't you find it interesting that in a year the ark didn't float to the other side of the planet? It came to rest in Turkey, on mount Ararat.

Knowing the future and living it out are two different things. It is possible to change Gods mind, and that's what happened. Repentance means a change of heart. This has happened many times in the bible.
