The Decologue or Ten Commandments precedes the first pope by a couple of thousand years or more.
But the Pope does try to keep the Lord's commandments in front of us.

For instance, Jesus gave his followers a new commandment.

It does not add new external precepts, but proceeds to reform the heart, the root of human acts, where man chooses between the pure and the impure, where faith, hope, and charity are formed and with them the other virtues.
