Maybe the primary reason for that wording is the understanding that criminals care little for laws or the betterment of a society and sometimes wind up in positions of power.<quoted text>
"Congress shall make no law..."
Who do you take that to mean?
The purpose of the religion clauses of the First Amendment was to allow states to handle religion in whatever way they choose.
To use it for the opposite purpose is criminal.
Congress wields much power. The people in Congress represent states, working within the federal venue.
It's evident criminals are not excluded from Congress.
