I read the article. It doesn't back up the claim of lawbreaking.

Rather than violating statutes, it says "the administration secretly broke policy and countered congressional directives".

That's not lawbreaking.

The Tower Commission and Congressional investigations stopped short of the conclusion that Reagan broke any law.

The law in question, the Boland Amendment, only restricts Congressional appropriations.
