An impact nearer the poles of axis will slow forward momentum of that area of rotation, and lever the axis. The forward and angular momentum will assist.

My mistake, closer reading would assume you said something like that. The shifting scenario about it shifting orbit, instead of axis, led me down a path where I ignored the significance of your later statement.
